What a cookie is
A cookie is a small text file a website stores in your browser. Some are needed for a site to work; others measure how it is used. This policy lists every cookie and similar storage this site uses, in the same two groups the consent bar shows you.
Essential — always on
These are required to run the site and cannot be switched off. They do not track you across other sites.
| Name | Purpose | Type | Duration |
|---|---|---|---|
cfl-consent | Remembers whether you accepted or declined analytics cookies, and when. | Local storage (first party) | Until you clear it or change your choice |
cfl-manifest-draft | Saves an unfinished manifest in the proposal builder on this device so you can return to it. | Local storage (first party) | Until submitted or cleared |
Analytics — only with your permission
If you choose Accept all, or switch analytics on under Manage, we load an analytics tag that measures pages viewed, approximate location at city level, device type and how you arrived. IP addresses are anonymised. We use the data in aggregate to see which guides are read and where forms are abandoned. Advertising features and cross-site tracking are switched off in the tag configuration.
Until you make a choice, no analytics script is loaded. If your browser sends the Global Privacy Control signal, we treat that as a decline and never show the bar.
Change your choice
Reopen the consent bar at any time from the link in the footer of every page (or this link). Switching analytics off stops new data being collected; data already collected in aggregate cannot be attributed back to you. You can also delete cookies and site data in your browser settings, which will reset your choice and show the bar again on your next visit.
Third-party content
Static map images on the location pages are loaded only after you click them. Links to carrier tracking sites, SAM.gov and Cal eProcure take you to those sites, which have their own cookie policies.
